BLACKSTONE CONSERVATION COMMISSION MINUTES OF MEETING FEBRUARY 21, 2012 James Plasse, Chairman, called the meeting to order at 7:00 p.m. in the Senior Center in the Town Hall. Present Were: James Plasse James Pitler Lisa Brita Maggie Plasse Tamara Heiselmeyer Absent Was: Beverly Wilson th Ms. Plasse made a motion to approve the Minutes of the January 9meeting. Mrs. Brita seconded the motion. The motion was passed by Unanimous Vote. th Ms. Plasse made a motion to approve the Minutes of the January 18meeting. Mrs. Heiselmeyer seconded the motion. The motion was passed by Unanimous Vote. Allen Rivers, 17 Shore Drive – Mr. Paul DeSimone of Colonial Engineering was present as representative, along with Mr. Rivers. Due to a complaint by one of the abutters, Mr. Pitler checked the abutters list. He found that everyone had been sent a notice by Certified Mailing. Mr. DeSimone stated that the only thing that has changed from the original plan is the footprint of the house. The closest point to the wetland is still 29.2 feet. Mr. DeSimone said that he had inspected the haybales and silt fence. He said that the front yard slopes out toward the street. He added that a roof runoff system will be installed. Mr. DeSimone said that there is also a proposed deck and garage. Mr. DeSimone said that there is a proposed eight foot wood rail fence about 8 feet away from the house. He added that there is basically no backyard. Mr. Plasse said that Natural Resource Services (NRS) has not had a chance to do a site th inspection yet. He proposes that the hearing be continued until March 12to give NRS a chance to do the site inspection. The members pointed out that the proposed plan did not show the fifty foot buffer zone. Mr. DeSimone said that the fifty foot line would go straight through the house. He said that he would revise the plan to include the fifty foot buffer, and he would deliver them to the Town Hall tomorrow. Conservation Commission, Minutes of Meeting, February 21, 2012, th Mr. Pitler made a motion to continue the hearing to the March 12meeting. Ms. Plasse seconded the motion. The motion was passed by Unanimous Vote. All the members present signed the secretary’s payroll sheet, a postage reimbursement for the secretary, and the sign marker reimbursement for Mr. Plasse. Under old business the Commission is still waiting for the site visit report from NRS for Mr. Afonso’s property on Crestwood Drive. Mr. Afonso is proposing to build a house on this property. Also under old business Ms. Plasse has obtained information concerning the steps necessary to accept the eight acres of property that Mr. Afonso wants to donate to the town at the end of Crestwood Drive. Mr. Plasse added that because of its location, this land will help the water system. Ms. Plasse said that we need Selectmen approval to accept the land. Next a title search needs to be done. We would receive the deed, and the town can own the land as conservation land. Mr. Plasse said that he will compose a letter to Mr. Afonso thanking him for the donation and informing him of the steps necessary for the town to accept the land. He will also draft a memo to the Town Administrator informing him that the Conservation Commission has voted to accept the land and requesting the Selectmen’s acceptance of the donation as conservation land. Under old business Mr. Plasse informed the members that the open space signs were in. Mrs. Brita made a motion to adjourn. Ms. Plasse seconded the motion. The motion was passed by Unanimous Vote.
